What should new Scouts BSA Scouts work on?

The troop program should be setup so that new Scouts can earn First class within 12 to 18 months and Star rank soon after.  A well-rounded and active unit program that generates advancement as a natural outcome should enable Scouts to achieve First Class in their first 12 to 18 months of membership. We have found that over time, Scouts stay active in the troop if they achieve these goals.  Advancement is a straightforward matter but attention must be paid by the unit leaders to make sure these goals are achieved.  Information on advancement in troops can be found in Section of the Guide to Advancement.   Advancement tracking tools, such as Scoutbook help units track every Scout’s progress.  Help on getting started in Scoutbook can be found here.
